  • Force begins a week of knife crime action as part of planned national operation #LivesNotKnives

Leicestershire Police Officers are starting a week of knife crime action as part of national Operation Sceptre. The seven-day operation, starting today (Monday, 11 March), sits alongside the force’s established #LivesNotKnives campaign and partnership work which aims to reduce knife crime by targeting those carrying weapons and disrupting the supply of knives available to use. Members of the public will be able to hand over unwanted knives to surrender bins at Mansfield House, Spinney Hill, Wigston, and Market Harborough police stations. The force’s knife arch will also be at undisclosed locations to target those carrying knives. Superintendent Shane O’Neill, who leads the force’s response to knife crime, said: “We are aware that knife crime nationally is in the headlines at the moment. “Officers across the neighbourhood policing and priority response teams will undertake targeted intelligence led patrols throughout this time and use their stop and search powers, where appropriate. “This weeks intensification activity has long been planned and is just one of the many strands of work we do to tackle knife crime as part of our well established #LivesNotKnives campaign. “This includes working with partner agencies to ensure young people get the message that carrying a knife can have serious and devastating consequences, as well as where to get appropriate advice and support if you have concerns about a friend, family member or another person carrying a bladed weapon. “This type of criminality will not be tolerated on our streets and we will do everything we can to ensure offenders are caught and dealt with appropriately. “We are committed to supporting this national operation and will use our stop and search powers to prevent and detect crime, identify those who intend to cause harm and disrupt criminal networks.” Leicestershire Police NPA Demonstrating the arch outside the Co-op on Aikman Avenue New Parks this afternoon. • City council-owned housing company’s first homes get go ahead

Planning permission has been granted for the first council homes to be built by a new city council-owned housing company. Housing Leicester Ltd is set to begin work on creating 29 new homes across six sites in the city in the first phase of a major new affordable house-building project. The city council’s newly created housing company has been set up to provide new housing at sites across the city over the next few years. In all, more than 300 new council homes are planned. Planning permission has been granted for three of the initial sites – Ambassador Road in Crown Hills, Brocklesby Way in Netherhall, and nearby Maplin Road. Ambassador Road is the first site where work is due to get underway on two semi-detached homes and one detached house. Work is due to begin there this summer. At Brocklesby Way, one detached house is planned, along with one wheelchair-accessible bungalow, while two new bungalows are planned for the Maplin Road site. Three more schemes are also awaiting planning decisions, including proposals for five detached bungalows at Rosshill Crescent, Thurnby Lodge, one of which will be designed to be accessible by people with disabilities, 12 new homes in six semi-detached pairs at Felstead Road in Beaumont Leys, while in Selby Avenue, Humberstone, five new homes including two pairs of semi-detached houses and one detached house are planned. A contractor for all six of the first phase sites is due to be announced in the coming weeks. Houses built in this phase should be completed by April 2020. Work is also taking place this spring on identifying sites for a planned second phase of building, which will bring the total investment to about £48million and create 320 new homes. Leicester City Mayor Peter Soulsby said: “These will be the first homes created by the new city council-owned Housing Leicester Ltd, and represent a fantastic opportunity to commit to investing in these areas of the city, creating new council housing and regenerating disused areas of land to give them a new lease of life. “I very much look forward to work getting underway at these sites, in the first phase of a major step forward in being able to provide our own council-built homes for Leicester.” Assistant city mayor for housing, Cllr Andy Connelly, added: “This programme of house building will have a positive impact on the city’s council housing stock, and will help provide some of the additional housing which is badly needed in the city.” LCC News issued on Thursday, March 21, 2019.

  • City receives nearly £8m for transport schemes

Leicester has been awarded nearly £8m of Department for Transport funding for a range of city transport schemes. The bid – part of the council’s Transforming Cities work – has secured investment for two major projects, focusing on creating an extensive cycling network and bike hire scheme and bringing in a fleet of electric buses on one of the city’s three Park and Ride routes. Around £6.25million will fund the development of a network of high-quality walking and cycling links, which will connect the city centre to the universities, neighbourhoods and other key areas of the city. Some £500,000 of that will be used to create a new public bike hire scheme, with around 500 bikes available for hire from more than 50 docking stations across the city. It is hoped the bike hire scheme will be up and running in late 2019. A further £1.6million has been agreed to electrify the Park and Ride service running between Birstall and the city centre, along with the associated infrastructure allowing the electric vehicles to be charged over night at the Birstall Park and Ride site. The service is run jointly with Leicestershire County Council. The service is designed to cut congestion on the busy A6 corridor, working with the bus company to replace existing diesel vehicles with new electric buses to help cut air pollution in the city. Both schemes are designed to support the local economy and help improve air quality in the city. Leicester’s £7.84million grant is the result of the city council’s successful bid for a share of £60million of Department for Transport funding for schemes to be delivered in 2019/20. In addition to nearly £8million of DfT funding, the city council and partners will also contribute funding for the schemes. City Mayor Peter Soulsby said: “Today’s announcement is fantastic news and allows us to move ahead with these two very significant and ambitious sustainable transport schemes, which offer real, clean alternatives to car travel in the city as well as improved transport links. “The prospect of a bike hire scheme is a very interesting one, which could make a real difference to the way people travel within the city and between sites like the universities, Leicester Royal Infirmary and the new employment developments around the National Space Centre. “Electrifying the Park and Ride services, starting with the route from Birstall, is a huge step forward in using clean and efficient technology in public transport.” Currently about 17,000 daily cycle trips are made into and out of the city. As part of the successful DfT bid, work will now take place to develop better cycling and walking routes both to the north and south of the city centre, as well as more secure cycle parking at St Margaret’s bus station and in the city centre. Cllr Adam Clarke, deputy city mayor for environment and public health, said: “Our bids, which the DfT has agreed to fund, are key to making sustainable transport in the city more accessible and more attractive to people. “We are committed to improving air quality, cutting carbon emissions and further developing sustainable travel in the city, and we can now move forward with these ambitious schemes.” Blake Pain, Leicestershire County Council cabinet member for environment and transport, added: “This is excellent news. We welcome the funding announcement and it underlines our joint commitment, along with the city council, to develop schemes which promote walking and cycling as well as contributing to a cleaner environment across the city and county.” Leicester Media Post 20/03/19

  • York Road set for £1.4m revamp

PLANS have been announced to invest £1.4milllion in a major revamp of York Road here in the City Leicester City Council is planning to carry out improvements to York Road – which connects Welford Road and Oxford Street – and create a safer and more attractive route for pedestrians and cyclists. The improvements will be funded with Government cash as part of the council’s successful bid for £7.8million from the Department for Transport’s Transforming Cities Fund. As part of the proposed scheme, the road will be pedestrianised between its junction with Oxford Street and Newarke Street car park. Traffic flow along the road will be adjusted so that vehicles leaving the car park will be required to turn left onto Welford Road, leaving the majority of York Road free from traffic. Vehicle access along the main stretch of York Road will only be permitted for residents, blue badge holders and businesses in the area. Footpaths will be widened in some sections and reconstructed in high-quality blocks, similar in appearance to Silver Street and Guildhall Lane. Improvements will also be made to Newarke Street car park. These will include the creation of an additional exit gateway and the introduction of automatic number plate recognition to help improve the flow of traffic in and out of the car park. The planned scheme will fill a missing link between the new £35milllion development on King Street, at the city centre end of New Walk, and De Montfort University’s campus on Millstone Lane, which has also recently seen a multi-million pound investment. It will also link to improvement works currently under way on nearby Grange Lane and Bonners Lane. The York Road scheme will be the latest phase of the wider Connecting Leicester programme, which is improving routes into and through the city centre and helping to make it more attractive to residents, visitors, businesses, investors and developers. City Mayor Peter Soulsby said: “York Road has the potential to be a really useful and direct link between the recently redeveloped New Walk Centre site and the DMU campus, which has also undergone a wonderful programme of improvements. “At the moment, they are connected by a road that is shabby and chaotic. We want to change that and transform York Road into a much more attractive route for pedestrians and cyclists. “At the same time, we’ll be introducing some key improvements to Newarke Street car park to make life easier for the hundreds of motorists that use this facility every day. “The York Road proposals were part of successful bid for £7.8milllion from the Transforming Cities Fund. That is a tremendous endorsement of the value and importance of this scheme.” Work is expected to begin from Monday 15 April and complete by late-summer 2019. Objections to the related traffic regulation order proposals were considered at a meeting of the Planning and Development Control Committee in mid-February. The council has listened carefully to concerns raised and has amended the proposals to provide more available parking for Blue Badge holders. A formal decision on the funding for the York Road scheme is due to be taken on Monday 25 March. Image Google Maps #LeicestercityCouncil #yorkroadleicester

  • Leicestershire Police Force supports National CSE Awareness Day

The force’s CSE (Child Sexual Exploitation) hub is supporting National Child Sexual Exploitation Awareness Day to increase awareness around CSE and the dangers its poses to young people. Today (Monday 18 March) is National Child Sexual Exploitation Awareness Day which aims to highlight the issues surrounding CSE across the country by encouraging people to ensure they think, spot and speak out against abuse. In 2014, Leicestershire formed the Multi-agency CSE (MA-CSE) team to tackle the ongoing issue with CSE. It consists of representatives from police, social care, health and other support workers, all based together at Wigston Police Station. The team is able to use their individual specialist expertise in identifying CSE and work jointly together by sharing information and resources to prevent and disrupt CSE, provide support to victims and advice on how to stay safe both on and off-line. As part of National Awareness Day, team members are being encouraged to wear red for the day this year and once again, to write a personal pledge on their hands to show support for the ‘Helping Hands’ campaign and to share their photos through social media. Detective Inspector Jenni Heggs, who leads the multi-agency CSE hub in Wigston, said: “Children are continuing to be groomed and exploited in many different ways and CSE sadly is a crime on the rise which is why we recognised the benefit of a multi-agency approach to tackle it. The team work extremely hard and constantly review their approach to best share the messages around CSE and ensure the public know how to report such incidents.” Donna Smalley, the Children’s Social Care Service Manager at the team, said: “We have carried out a number of campaigns around CSE targeting the leisure industry , hotels and taxi’s and private hire cars across Leicester, Leicestershire and Rutland to recognise the signs of child sexual exploitation and help keep children and young people safe. “Work is constantly ongoing within schools, through workshops and through the creation of the short films Kayleigh’s Love Story and Breck’s Last Game to educate children around CSE and grow that awareness so that young people have more confidence to come forward to report incidents of this nature. “However this is not something that we can eradicate alone, and there is so much the public can do to help by spotting the signs and supporting by speaking out to stop it.” DI Heggs added: “CSE remains a priority for the force and we hope that events such as National Awareness Day keep CSE in the public domain and give a reminder that this is something that young people are still suffering from and that we remain committed to tackling it and bringing responsible to justice.” Advice around CSE and what the signs are can be found at https://leics.police.uk/categories/child-sexual-exploitation-cse or http://www.stop-cse.org/national-child-exploitation-awareness-day/raise-awareness/
